Gary Hughes, Partner & CEO
Gary Hughes has over thirty years of law enforcement experience specializing in traffic enforcement, accident investigation, accident reconstruction, and vehicular homicide. He is trained and experienced in all phases of accident reconstruction, including boating, motorcycle and off-road accidents. Gary has attended various Universities for training, such as the University of North Florida, Texas A&M, California University of Riverside, and U.S. Coast Guard. Additionally, he has attended training with the California Peace Officers Standards and Training and the California Highway Patrol Traffic Accident Reconstruction (M.A.I.T.).
Gary currently teaches, in a California Peace Officers Standards and Training Law Enforcement Academy, in the topics of California Vehicle Code, Traffic Control, Driving Under the Influence, and Emergency Vehicle Operations Course (EVOC). He has taught in a California Peace Officers Standards and Training Law Enforcement Advanced Officer Class on the topics of Accident Reconstruction.
Gary is also a certified California Peace Officer Standards and Training instructor in Radar Operation (NHTSA), Accident Investigation, Accident Reconstruction, Motorcycle Operation, Driving Under in Influence. Gary has instructed with Motorcycle Safety Foundation (MSF) and Off-Road for Specialty Vehicle Institute of America. Gary is currently a California Licensed Private Investigator PI # 18034. He has qualified as an expert witness several times in California Superior Courts.
Chris A. Rathbun, Partner & CFO
Chris A. Rathbun has more than thirty-five years of law enforcement services. He possesses specialized skills in the areas of traffic enforcement, accident investigation, and collision reconstruction. Because of his expertise, Chris is extremely experienced and proficient in all phases of accident reconstruction. His specialties include Commercial Vehicles, High Stability Rollovers, Restraint Systems, Interviewing, and Crash Data Retrieval.
In addition, Chris is a certified instructor in Driver Awareness, Radar Operation (NHTSA), Accident Investigation, Accident Reconstruction, and Motorcycle Operation. Chris has taught for two community colleges in the north state, in the topics of California Vehicle Code, Traffic Control, Vehicle Operations, Traffic Accident Investigation, and Traffic Enforcement.
Chris currently teaches, in a California Peace Officers Standards and Training Law Enforcement Academy, in Emergency Vehicle Operations Course (EVOC). He has taught in a California Peace Officers Standards and Training Law Enforcement Advanced Officer Class on the topics of Accident Reconstruction.
Chris is also a certified California Licensed Private Investigator, PI # 18034. Because of his knowledge and experience, Chris has been called upon many times to testify as a qualified expert in several criminal and civil proceedings around the north state.
